In our own testing, we found that disabling two of the cores actually resulted in faster export speeds in Final Cut Pro than if all six-cores were active. YouTuber Dave Lee brought this into the spotlight, demoing that the 2018 MacBook Pro was actually slower than the last-gen model at an Adobe Premier video export - seemingly because the new i9 chip kept having to be significantly throttled to maintain internal temperatures. Particularly on the highest-end model, the 15-inch MacBook Pro with Core i9 chip, a number of reviewers have noted severe performance throttling, with the Power Gadget reporting the processors are dropping below their base clock speed with longer-running tasks like video export.

If I can find a way to control the voltage on the Mac side, I'll try out a way to get the Mini to 3.9GHz with all cores, it should be possible. That's less than 9W and remember that going from 3.7 to 3.8 actually requires quite a but more power, probably 4-5W on it's own. However this is on the order of a few watts, maybe 4-5W in the 40☌ difference above. In fact you can see this when starting a Handbrake conversion as the job uses a little less power doing the same calculations early before the CPU's heated up all the way to 95°. My PC runs at ~55☌ on these jobs (overkill cooling system) while the Mini is running at ~95☌. One thing to note: Higher temperatures make CPUs use more power.

So Apple is using a not very conservative slightly higher voltage. You can see the effect of undervolting on the PC, saving an additional 9W. Usually that scales the other way around with higher speed using more power. So the PC running native uses 8W less at a slightly higher speed. Runs at 3.8 GHz using 72W native, using 63W undervolted. Full speed Turbo with all cores active on this processor is 3.9 GHz so this is a respectable performance.

Running the fan at 4400 RPM (max) using Macs Fan Control the CPU averages about 95☌ while running at 3.7 GHz (ranging from 3.6 to 3.9 GHz). Running a 600% CPU job (Handbrake conversion of BigBuckBunny from h.265 to h.265), the 3.0 GHz Core i5 Mini is using 80W on average (ranges from 75 to 85W), which is 15W over it's stated power draw, a typical behavior of Intel's latest generation of CPUs. Long story short, the 2018 Mini's cooling system is very good and not very noisy.
